The Bluegrass Area Development District (BGADD) publishes and submits a new comprehensive economic development strategy (CEDS) to the Economic Development Administration (EDA) every five (5) years. In addition, BGADD publishes and submits an updated CEDS performance report annually. The following document is BGADD’s updated CEDS, designed to bring together the public and private sectors in the creation of an economic roadmap to diversify and strengthen the regional economy. The purpose of this document is to provide a guide for establishing regional goals and objectives, developing and implementing a regional plan of action, and identifying investment priorities and funding sources.
The CEDS begins with an overview of the role, responsibilities and organization of the BGADD. It also identifies the strategic economic development plan for the Commonwealth of Kentucky because the BGADD is committed to a strategy that is consistent with the state and to work in cooperation with other cities, counties and districts.
The CEDS provides up-to-date demographic information on the region in order to paint a realistic picture of the current condition of the region. Also included in this document are Strength, Weakness, Opportunities and Threats (SWOT) analyses
completed by BGADD advisory committees and councils. The ideas that arose from the discussions during the SWOT analyses process, project prioritization/planning activities conducted by BGADD advisory committees and councils, an Economic Cluster analysis, and other plans and strategic documents researched and written by BGADD served as the menu from which the region’s vital projects were selected.
