Job Openings – Interim Executive and Deputy Directors

The BGADD seeks to fill the positions for an Interim Executive Director and Deputy Director.  These positions may be filled by either promoting internally or externally through a competitive process to select a contractor.  These positions were created to be filled by two part time hourly individuals or one full time individual.  Interested parties are requested to review the position descriptions posted at www.bgadd.org.

Applicants are requested to provide a proposal to include a brief overview of their experience in government and knowledge of BGADD.  Proposals should include a resume and a brief letter describing their interest and experience.  Applicant should indicate their availability.

Proposals will be received until 4:30 PM EDT, Tuesday, November 12, 2019.  Proposals shall be addressed to the undersigned and clearly marked as applying for the Interim Executive Director, Deputy Director, or both positions.  Any questions or comments concerning the Request for Proposal shall be directed to the undersigned by email.  All questions or comments will be related to all interested contractors along with the answers.  No questions will be answered verbally.

The Bluegrass Area Development District reserves the right to reject any and all proposals and to waive any informalities.

REQUEST FOR PROPOSALS FOR INTERIM EXECUTIVE DIRECTOR AND DEPUTY DIRECTOR SERVICES

The following Evaluation Criteria shall be applied in the selection of the contractor:

Familiarity with BGADD Mission 20 pts
Experience and Qualifications; Statement of Related Work 20 pts
Knowledge of the 17-county BGADD Service Area 20 pts
Ability of firm to Perform Contractual Activities in a timely
manner.
15 pts
Familiarity with and Success in dealing with State,
and local governments in BGADD
25pts
Total Possible Score 100 pts

Responses will be reviewed and scored by a Review Committee according to the Evaluation Criteria set forth above. 

Upon completion of scoring of all responses, the review committee may determine the need to interview respondents receiving the highest point rankings.  Should this occur, formal notification will be issued.  All respondents will be notified of the outcome of this process.  The Bluegrass ADD actively supports Title VI and encourages applicants of all races, color or national origin to apply.

PURPOSE:  Developed from the Intergovernmental Cooperation Act, the Bluegrass Area Development District is a Regional Council of Government.  The Interim Executive Director is responsible for leading this political subdivision of state government that provides services to 50 units of local government throughout 17 counties and 33 cities.  On a broad scale, the goal of the BGADD is to deliver value-added Community Planning, Workforce Development, and Aging and Independent Living Services to 750,000 citizens of the Bluegrass region.

SUMMARY:  The Interim Executive Director will establish and fulfill the organization’s vision, mission, strategy, and annual goals and objectives.  These goals and objectives will be fulfilled through strategic planning, project execution, and the transparent use of public, federal, state, and local funding.  The Interim Executive Director will clearly communicate regarding the utilization of all resources, finances, and personnel to the Board of Directors.

DUTIES AND RESPONSIBILITIES:

  1. Serve as the Chief Executive Officer to professionally represent the fifty elected officials from the Bluegrass Region on both the state and national level.
  2. Proactively identify, develop, and recommend region-wide policies regarding economic development, workforce development, and aging and independent living services.  Effectively communicate these policies with State and Federal Legislators and staff.
  3. Maintain and comply with State and Federal service delivery designations including, but not limited to:
  4. Official Economic Development District – Economic Development Administration
  5. Title V Senior Employment and Home Healthcare
  6. Area Agency on Aging and Independent Living
  7. Service Delivery Agent and Subgrant Recipient for the Bluegrass Workforce Investment Area
  8. Report and synergize with State Cabinets and Agencies including, but not limited to:
    1. Department for Local Government
    2. Education and Workforce Development Cabinet
    3. Cabinet for Health and Human Services
    4. Kentucky Infrastructure Authority
    5. Division of Water
    6. Kentucky Housing Authority
    7. Kentucky Council of ADDs
  9. Responsible for staffing and overseeing all Board Advisory committees that provide the grassroots connection between the business, special interest groups, and elected officials.  Manage and foster committee development recruitment, and relationships with Bluegrass ADD staff.  These committees include:
  1. Regional Planning Council
    1. Regional Transportation Committee
    2. Area Agency on Aging Advisory Council
    3. Bluegrass Area Water Management Council
    4. Audit Committee
    5. Development Advisory Committee
    6. Human Service Advisory Committee
    7. Natural Resource Advisory Committee
    8. Tourism, Historic Preservation, Recreation Advisory Committee
    9. Homeland Security Council
  2. Make public presentations and communicate with the community, business leaders, special interest groups, state and federal partners, and national professional associations.  Represent the organization to county, state and federal officials at state and regional meetings, national forums, and conferences.
  3. Create a link between local, state, and federal governments to sustain a cooperative network that leads to mutual trust through strategic partnerships.

SKILLS, KNOWLEDGE AND ABILITIES:

  1. Knowledge of principles, procedures, and strategies of economic and community development and analysis in a local and regional environment.  This should include knowledge of planning and zoning, demographics, economic trends, forecasts, impacts, and related principles and practices;
  2. Ability to:
    1. Prepare oral, written, and graphic reports; brochures and pamphlets, maps; and, related planning and economic development documentation;
    2. Communicate effectively, establish and maintain effective working relationships with public, developers, economic development groups, and other employees.

EDUCATIONAL REQUREMENTS NEEDED TO PERFORM DUTIES OF THE JOB:

  1. Bachelor’s degree required.  Master’s degree in Government, Political Science, Public Policy or Public Administration desired.
  2. Ten to fifteen years of progressively increasing experience in government, community planning, or economic development.
  3. Any equivalent combination of public or private experience and training which provides the knowledge and abilities necessary to perform duties of this position.
  4. Knowledge of government structure, environment of city and county governments, and business management.

SUMMARY:  The Interim Deputy Executive Director will support the Executive or the Interim Executive Director in the daily operations of the organization.  Signature authority will be granted to the Interim Deputy Director to handle time and attendance; travel; conference requests; procurement of supplies and equipment; and, the execution of budgetary expenditures approved by the Board.  The Interim Deputy will assist the Executive or Interim Executive Director in establishing the organization’s vision, mission, strategic planning and the fulfillment of the organization’s goals and objectives.

DUTIES AND RESPONSIBILITIES:

  1. Manage a dynamic organization with a broad degree of expertise that is challenged to innovate and exceed performance expectations.
  2. Provide expert analysis of economic and demographic data required to develop an economic plan for the region.
  3. Provide the daily stewardship of the Bluegrass ADD’s assets, investments, and real property
  4. Develop and execute a budget for state, federal and local funding resources.  Communicate and provide financial information to the Board of Directors, department heads, and project managers.
  5. Ensure the BGADD is using the most current and progressive accounting tools available for the accurate and transparent stewardship of all taxpayer funds entrusted to the organization.
  6. Perform economic development planning, implementation, and marketing research to encourage and broaden the industrial and commercial economic base of the Bluegrass Region.
  7. Facilitate the region’s land use and transportation planning efforts to include community visioning and comprehensive planning initiatives, and provide direct support to legislative bodies, planning commissions, metropolitan planning organizations, adjacent area development districts and the Kentucky Transportation Cabinet.
  8. Assist local government officials and other public agencies in the development, implementation, and maintenance of personnel management systems such as ordinances, policies, pay plans, classification plan, employee records, employee handbooks, and affirmative action plans/statements.
  9. Oversee the execution, administration, accountability, and monitoring of all federal, state, local, and foundation grants and contract-funded programs in strict conformance with Board direction and in compliance with all governing laws, regulations and policies.  Assure compliance in all aspects.
  1. Execute the preparation and management of grant proposals, contracts, and procurement to comply with BGADD Procurement and State Model Procurement Code.  Ensure the accountability and oversight of all contracted service providers.
  2. Establish personnel policies to lead and direct the employees of the Bluegrass ADD.
  3. Oversee the recruitment, hiring and termination, training, supervision, evaluation, and assignments of all staff.

SKILLS, KNOWLEDGE AND ABILITIES:

Knowledge of:

a. Marketing and research methods, principles, and procedures;

b. Statistical and financial analysis and presentation;

c. Database development, maintenance, and presentation;

d. Computer software and applications related to land use and economic planning and development procedures.

Ability to:

a. Read and interpret economic, marketing, statistical, and analytical documents, reports, research material and information related to blueprints, surveys, and maps;

b. Operate standard office equipment including personal computer using programs appropriate to economic development applications.
