WORKFORCE INNOVATION AND OPPORTUNITY ACT of 2014
AVAILABILITY OF FUNDS
The Bluegrass Workforce Innovation Board (BGWIB) is requesting proposals for youth programs to operate from February 20, 2017 through June 30, 2018 in the seventeen county Bluegrass Workforce Investment Area. It is the intention of the BGWIB to award contracts for an eleven-month period pending the availability of funding. Contracts may be extended for a second term if performance has been met. Should the availability of such funding decrease following any award to a subcontractor, the award will be revised accordingly. In addition, if awarded, subcontractors must be willing to alter program design based on the subsequent direction provided to the BGWIB from the Commonwealth of Kentucky.
The BGWIB has expressed a preference for the provision of training services for out-of-school youth 16-24 years of age described below:
- Provide an objective assessment of each youth participant;
- Develop an individual service strategy for each youth;
- Provide preparation for post secondary educational opportunities, provide linkage between academic and occupational learning, provide preparation for employment, and provide effective connection to intermediary organizations that provide strong links to the job market and employers.
Proposals must include the fourteen program elements listed in Section 129 of the Workforce Innovation and Opportunity Act of 2014 as options available to youth participants. The BGWIB and the Director of Workforce Services will review submitted proposals. Organizations submitting proposals determined to have the most appropriate, effective design for its target group, that best coordinated resources with the community, and partnership with the private sector will be awarded a contract.
Applications and detailed instructions will be available upon request. Organizations interested in submitting a proposal to serve youth in the seventeen counties of the Bluegrass must request an application and instruction packet by emailing Mable Duke at firstname.lastname@example.org. Completed application packets must be received at the office of the Bluegrass Area Development District, Attn: Mable Duke, Director of Workforce Services, 699 Perimeter Drive, Lexington, KY 40517, by 4:30 p.m. local time on Friday, February 3, 2017.
