Transportation

Through a partnership with the Kentucky Transportation Cabinet (KYTC), the Bluegrass Area Development provides planning support for activities associated with the Statewide Transportation Planning Program.

At the heart of the regional transportation program is the review, evaluation, and prioritization of unscheduled highway, bikeway, pedestrian, and Intelligent Transportation System (ITS) needs at the local and regional level. The program provides coordination of the public review and input process for regional transportation planning, which is later incorporated into the KYTC Statewide Plan.

The responsibility for conducting various aspects of the statewide transportation planning process falls mainly on four groups: local (counties and cities), regional (ADD’s and MPO’s), KYTC District Highway Offices, and KYTC Central Office.

Bluegrass ADD is responsible for prioritization in the counties of Anderson, Bourbon, Boyle, Clark, Estill, Franklin, Garrard, Harrison, Lincoln, Madison, Mercer, Nicholas, Powell, Scott, and Woodford. The Lexington Area MPO is responsible for prioritization in the counties of Fayette and Jessamine. Other than prioritization, the ADD operates the regional transportation program in all 17 district counties.

    Regional Transportation Committee

    The Regional Transportation Committee (RTC) plays a critical role in the prioritization process as new projects are developed and existing ones evaluation and prioritized using criteria of regional significance.

    The Regional Transportation Committee is composed of interested stakeholders in the regional who meet bi-monthly on the second Monday at 1:30 p.m. in the ADD Conference Room.

    In addition to its prioritization and evaluation duties, the committee is a forum to work together in solving regional transportation problems, act as an advocacy body on transportation issues and provide input for the Statewide Transportation Plan and provide assistance to the ADD in its Annual Work Program.

    Regional Transportation Asset Review

    Each Area Development District completed the first Regional Transportation Concept Plan (now known as the Regional Transportation Asset Review) during Fiscal Year 2000. During the Fiscal Year 2005 each ADD updated the RTCP to include a specific set of resource documents. The Regional Transportation Asset Review shall be utilized as a resource document for the entire regional while developing goals and objectives for the transportation system, identifying and evaluating needs, reviewing and documenting projects, and throughout the prioritization/ranking process.

    Other transportation activities include Intermediate Planning Studies, Environmental Justice Reports, corridor planning and building efforts for potentially sensitive projects. Assistance to local government on competitive funding such as Transportation Alternatives and Safe Routes to Schools.
